The Guidelines represent a significant contribution to improving existing procedures through the introduction of a clearer methodology, the harmonization of practices, and the enhancement of professional standards in the field of conflict of interest prevention.

They have been developed in accordance with the obligations defined by the Anti-Corruption Strategy and constitute an important tool for strengthening consistent, transparent, and professional conduct in this area.

The drafting of the Guidelines are part of the broader cooperation between the Agency for Prevention of Corruption and French Expertise in Montenegro. Within the framework of this cooperation, the first comprehensive guidelines for the monitoring and maintenance of the register of politically exposed persons were also prepared, along with two detailed expert analyses containing recommendations aimed at further strengthening the Agency’s organizational and professional capacities.

The Agency for Prevention of Corruption will continue to develop and improve its mechanisms and practices in cooperation with international partners, with the aim of strengthening institutional integrity, enhancing the responsible performance of public functions, and further aligning with European standards in the field of corruption prevention.
