Agency for Prevention of Corruption

ACN OECD

Anti-Corruption Network for Eastern Europe and Central Asia (ACN OECD) is a regional program of the Working Group of the Organization for Economic Co-operation and Development (OECD), established in 1998, which supports countries in Eastern Europe and Central Asia in their fight against corruption. The program supports member countries through mechanisms for monitoring and evaluating countries, a network of experts, and technical assistance tailored to the specific needs of individual countries.

The program has 24 member countries, and its goals are to adopt effective anti-corruption policies, promote integrity in business, improve the implementation of laws, and assess anti-corruption reforms in selected sectors.

Current projects under the ACN OECD include: the Istanbul Anti-Corruption Action Plan, country-specific projects (Kazakhstan and Ukraine) and cooperation with the European Union.

The Role of the Agency for the Prevention of Corruption in ACN OECD

The Agency is the national coordinator for all activities of this organization, of which Montenegro is a member. Specifically, this includes regularly providing information (upon request) on various aspects of corruption prevention in Montenegro, which are subject to the Network’s reporting and analysis—such as the Agency’s results, best practices, information about other relevant actors in the fight against corruption, etc.

Istanbul Anti-Corruption Action Plan (IAP)

The Istanbul Anti-Corruption Action Plan (IAP) is a sub-regional expert review program of the ACN OECD. Launched in 2003, it supports anti-corruption reforms through country evaluations and monitoring of recommendation implementation. Participating countries include: Armenia, Moldova, Azerbaijan, Mongolia, Georgia, Tajikistan, Kyrgyzstan, Ukraine, Kazakhstan, and Uzbekistan.

Montenegro’s Membership in the IAP

Montenegro officially joined the Istanbul Action Plan during the 30th meeting of the OECD ACN Steering Group, held on July 9, 2025, in Paris. By carrying out this activity, the Government of Montenegro successfully implemented the conclusion it adopted in February of this year.

By joining the IAP, Montenegro reaffirms its strong political will and institutional commitment to the principles of transparency, accountability, and the rule of law as the fundamental values of a democratic society.

The new, fifth round of monitoring has been further strengthened through clear indicators and broader involvement of civil society and international actors. The new indicators have clear, unified, and tailored criteria, defined after extensive consultations, and form the basis for a standardized, consistent, and transparent assessment with greater participation of relevant stakeholders.

This change enables comparisons between countries and increases incentives for implementing reforms in nine key performance areas: anti-corruption policy, conflict of interest and asset verification, whistleblower protection, business integrity, integrity in public procurement, independence of the judiciary, independence of the prosecution, specialized anti-corruption bodies, and prosecution of corruption-related criminal offenses.

In the upcoming period, preparatory activities are expected for the forthcoming comprehensive evaluation of Montenegro in relation to the relevant areas of assessment.

Alongside Montenegro, Bosnia and Herzegovina also joined the IAP at the mentioned meeting, while other Western Balkan countries expressed interest in considering this possibility.

Country Projects: Kazakhstan

This project aims to improve the quality and efficiency of detecting, investigating, and prosecuting corruption in Kazakhstan. Launched in June 2023 and funded by the United States, the project aims to strengthen anti-corruption measures in Kazakhstan.

Country Projects: Ukraine

ACN contributed to the design and establishment of Ukraine’s current institutional anti-corruption framework, capacity building, and support for other specialized institutions and mechanisms outside the criminal justice system. ACN launched its first project in Ukraine in 2007 and contributed to building the country’s current institutional framework.

Cooperation with the European Union

In 2021, cooperation between the ACN and the EU began with the launch of the EU for Integrity Program for the Eastern Partnership. The program was active from 2021 to 2023. It provided assistance to Eastern Partnership countries (Armenia, Azerbaijan, Georgia, Moldova, and Ukraine).
