Their role is of essential importance for preserving the integrity of institutions and building a society based on accountability and the rule of law.

This year’s marking of International Whistleblowers Day in Montenegro is characterized by positive changes – a new Law on Whistleblowers Protection is in the phase of public consultation, and its adoption will represent a significant step towards strengthening and improving the whistleblower protection system.

The Agency for Prevention of Corruption actively participated in drafting the Law by providing Contributions within the working group, and will continue to offer recommendations during the public consultation process, with the aim of improving the legal framework and strengthening the institutional mechanism of protection.

We remind that with the entry into force of the new legislative framework in June 2024, formal competence for whistleblower protection has been transferred to the courts. Nevertheless, the Agency still plays an important role in providing support – ensuring legal, financial, psychological, and professional assistance during proceedings, using all available legal mechanisms so that every whistleblower can count on institutional support.

The Agency continuously works on strengthening capacities and improving procedures, with the aim of contributing to the development of an effective system for the fight against corruption and responding to the needs of whistleblowers in the most efficient way. In the first half of 2025, the Agency acted upon a total of 58 whistleblower reports – the highest number recorded in comparable periods since the institution was established. Of this number, 37 cases were resolved within the Agency’s jurisdiction, while 21 cases were referred to the competent prosecution offices and other state authorities. In seven cases, the existence of a threat to the public interest was established, and 11 recommendations were issued to legal entities with the aim of improving transparency and reducing the risk of corruption.

On this occasion, we remind that creating a safe and encouraging environment for whistleblowers is a shared responsibility of institutions, the media, civil society, and all citizens. Only through joint action is it possible to strengthen anti-corruption mechanisms and build a society in which truth and public interest are protected.

The Agency for Prevention of Corruption remains committed to providing concrete and expert support to every citizen who decides to stand in defense of the public interest.
