A working meeting was held at the Agency to define priority areas for future cooperation. During the meeting, APC representatives presented the Agency’s key development needs in the areas of strengthening the integrity system, handling whistleblower reports, and verifying public officials’ income and asset declarations. Discussions focused on opportunities for expert support in the implementation of legislation, the development of methodologies, the organization of study visits, workshops and professional training, as well as the exchange of experience with relevant Italian institutions.

The visit was organized as part of a needs assessment mission, aimed at identifying priority areas and modalities of technical support in direct cooperation with national institutions, including through expert missions, mentoring, specialized training and other forms of institutional cooperation.

The Falcone–Borsellino Programme is an initiative of the Government of the Republic of Italy implemented in cooperation with the Central European Initiative (CEI), with the aim of strengthening the rule of law and improving efforts to combat corruption and organized crime. The Programme is named after prominent Italian prosecutors Giovanni Falcone and Paolo Borsellino and focuses on strengthening the capacities of judicial, law enforcement and anti-corruption institutions through expert support, knowledge exchange and international cooperation.

Activities planned for 2026 and 2027 are aimed at supporting rule-of-law reforms and the European integration process in participating countries.

The interlocutors assessed that the Falcone–Borsellino Programme represents an important mechanism for strengthening institutional capacities and international cooperation in the field of corruption prevention through an approach tailored to the needs of institutions.

The Agency for Prevention of Corruption will continue to actively participate in the implementation of the Programme, in cooperation with Italian partners and other competent institutions. In addition to Montenegro, the Programme is implemented in Albania, Bosnia and Herzegovina, Moldova, North Macedonia, Serbia and Ukraine.
