Agency for Prevention of Corruption

Normative corruption under the spotlight of the APC

Aug. 4, 2025

From September 2024 to June 2025, the Agency issued 45 opinions on corruption proofing of legislation of which 41 were part of the preliminary corruption risk assessment, as required in the procedure for drafting proposed laws and other regulations determined by the Government.

In a total of 19 analyzed regulations, the Agency identified 70 normative corruption risks and provided recommendations for their elimination, thereby institutionalizing the practice of corruption proofing of legislation (CPL) within the legislative process.

Through this, the APC makes a significant contribution to protecting the public interest already at the stage of Law preparation.
