The Agency for the Prevention of Corruption (APC) has published Guidelines for political entities, Guidelines for third-party campaigns, as well as Guidelines for state and local authorities, public officials, and executive bodies during the election campaign.
The guidelines were prepared in anticipation of the 2027 electoral cycle with the aim of improving oversight mechanisms for the financing of political entities and election campaigns. Within this framework, bylaws for the implementation of the new Law on the Financing of Political Entities and Election Campaigns, as well as procedures, guidelines, and oversight methodologies, were prepared so that the new rules would be clear and accessible to all participants in the electoral process.
The documents were developed as part of IFES’s project “Protecting the Integrity of the Electoral Process in Montenegro,” financially supported by the UK International Development Agency through the British Embassy in Podgorica.
Such a comprehensive and strategic approach to strengthening capacities aims to ensure that the 2027 electoral cycle is met with clearly defined procedures and effective control mechanisms.
Through these activities, the Agency confirms its commitment to the timely and systematic establishment of integrity standards, contributing to strengthening public trust in the legality and regularity of the electoral process.
