The training program, available through specially designed platform, was developed in cooperation with the United Nations Development Programme (UNDP). It is designed to provide participants with basic and practical knowledge about corruption and its impact on public institutions and society, with a particular focus on the role of public sector employees, in accordance with the legislation of Montenegro and international standards.

Special emphasis is placed on encouraging employees to report corruption, while strengthening awareness of their key role in protecting the public interest.

The training program consists of four modules:

  • Ethics and anti-corruption;
  • Ethics, ethical principles, and codes of ethics for civil servants;
  • Institutional and legal framework for prevention and fight against corruption in Montenegro;
  • Reporting irregularities and protection of whistleblowers in Montenegro.

The implementation of this activity is part of fulfilling the recommendations issued to Montenegro by the Group of States against Corruption (GRECO) of the Council of Europe within the Fifth Evaluation Round. The recommendation refers to the obligation to provide systematic briefings and/or training on standards of legal and ethical integrity for persons with top executive positions, both upon taking office and at regular intervals during their term.

The Agency also invites the persons on top executive positions to complete this training as soon as possible, having in mind the obligation to report to GRECO on the implementation of the remaining recommendations.
