Border Without Corruption: APC, Ministry of Internal Affairs, and Customs Administration Join Forces Against Corruption at Border Crossings

The Agency for Prevention of Corruption, the Ministry of Interior – Police Directorate, and the Customs Administration today symbolically launched the campaign “Border Without Corruption” at the Božaj border crossing. The three institutions will jointly implement this campaign over the coming months.

Opening the campaign, Acting Director of the Agency for Prevention of Corruption Dušan Drakić emphasized that an institutional response is something state authorities must jointly insist upon.

“We are sending a clear message that we want a society of equal opportunities. Only through coordinated work and data exchange can we eliminate corruption risks, strengthen institutional integrity, and restore trust in their work. This campaign is a call to citizens to report irregularities and to know that they can expect a prompt and adequate response from the competent authorities,” Drakić stated.

Acting Director of the Customs Administration Maja Vučinić highlighted that the integrity of public officials is the foundation of public trust in institutions and of a fair relationship toward citizens and businesses.

“At the border, every decision must be clean, every procedure clear, and every responsibility visible. Together with the Agency for Prevention of Corruption and the Police Directorate, we are building a system that functions, communicates, and responds. We are changing practice by strengthening the integrity of officers, introducing a digital trace, and ensuring that every report receives an institutional response,” said Vučinić.

Acting Director of the Police Directorate Lazar Šćepanović reminded that borders are the first line of security and the key to the safety of every citizen.

“The Police Directorate consistently enforces the law – that is both the imperative and the duty of every police officer. Every inspection must be based on the law, every action fair, and every responsibility clear. We must respond swiftly to every form of corruption – to identify and sanction it. Security without compromise and zero tolerance for corruption,” Šćepanović stated.

The “Border Without Corruption” campaign represents the first activity within the national campaign “Montenegro Free From Corruption”, implemented by the Agency for Prevention of Corruption with the support of the National Council for the Fight Against Corruption.

Over the coming months, the campaign will expand to other key sectors — healthcare, education, and local services — areas that directly affect citizens’ daily lives and where trust in institutions must be complete.

“We are building a society of accountable institutions and equal rights for all — a society where corruption is no longer acceptable, as this is the fundamental precondition for development, prosperity, and the rule of law,” the Agency for the Prevention of Corruption emphasized.
