This Memorandum establishes a framework for systematic exchange of information, joint activities, and more efficient coordination in the work of competent authorities. In this way, one of the key GRECO recommendations is fulfilled, and additional response is given to the findings of the latest European Commission Report on the Rule of Law, which particularly emphasizes the need for stronger interinstitutional coordination in anti-corruption efforts.

The Memorandum specifies the goals and areas of cooperation: strategic planning, exchange of information, assessment and reduction of corruption risks at the individual and sectoral level, monitoring and evaluation of measures, reporting on progress, multisectoral approach, and expert support. Concrete mechanisms of cooperation have also been defined, and the signatories of the Memorandum will, within 30 days, appoint contact persons responsible for its implementation.

By signing this document, the institutions send a clear message that the fight against corruption is a priority that requires a joint, determined, and coordinated approach. Instead of fragmented action, coordinated activities increase the efficiency of the system and confirm serious commitment to the reforms expected by citizens and international partners.

The concluded Memorandum represents a good example of how institutional partnership can further strengthen the fight against corruption and encourage cooperation with other competent institutions.

The fight against corruption cannot be the task of a single institution. Only through partnership, joint activities, trust, and transparency is it possible to achieve real and sustainable results in the prevention and elimination of corruption – one of the most harmful social phenomena.
