Montenegro Ranked Highest in the Region for Corruption Perception, but Challenges Remain

The Agency for Prevention of Corruption (APC) informs the public that, according to the 2024 report by the international non-governmental organization Transparency International (TI), Montenegro has secured the 65th position on the global list of 180 countries, with a Corruption Perceptions Index (CPI) score of 46.

This result is above the global average (43) and the best in the Western Balkans region.

As in previous years, TI's report highlights ongoing challenges in the fight against corruption. It states that “Montenegro’s (46) half-hearted approach to reforms has left the capture of the judiciary unaddressed, which risks undermining the progress made by the Special State Prosecution and perpetuating impunity for high-level officials.”

Regarding the publication of the new TI report, Acting Director of the Agency for Prevention of Corruption, Mr. Dušan Drakić, emphasized the significant progress achieved by the APC as the leading preventive anti-corruption institution in Montenegro. This progress is reflected in improved results across all areas and a substantial increase in public trust—an outcome of the Agency’s impartial and non-selective approach in handling all cases.

“The activities we are implementing, aimed at fostering strong cooperation among all institutions involved in the fight against corruption, provide hope that Montenegro will achieve the expected results, strengthen its institutional response to all challenges in this fight, and that our efforts will be recognized in the reports of international partners in the coming period,” stated Drakić.

The Agency for Prevention of Corruption views this report as a set of partnership guidelines for the continued fight against corruption, which is a responsibility of society as a whole. The fight against corruption cannot be the task of a single institution but requires broad and active cooperation among all relevant stakeholders—including institutions, media, civil society, and citizens.
