Through this plan, state authorities assess risks and define measures to prevent them, directly contributing to the transparency and accountability of public administration.
By the end of 2024, a total of 741 state authorities (97.5%) in Montenegro had appointed an integrity manager, while 740 authorities (97.4%) had adopted an integrity plan. These results confirm a high level of institutional commitment to fight against corruption.
The Agency for Prevention of Corruption has analyzed four two-year cycles of integrity plans, with the fifth cycle beginning in early 2024. All updated plans have been administratively and technically processed and are currently in the analysis phase.
Risk Reduction through Planned Measures
The current integrity plans cover 13,128 identified risks and over 27,000 measures aimed at addressing them. Data shows a continuous reduction in risk intensity from 2016 to the present, confirming the effectiveness of the measures implemented. Each new generation of plans features a lower level of risk compared to the previous one, highlighting the long-term benefits of this mechanism in strengthening institutional integrity.
Evaluation and Next Steps
Before adopting new integrity plans, state authorities complete questionnaires to assess the efficiency and effectiveness of previous plans. In the coming period, the Agency will analyze these data and provide recommendations for further improvements, ensuring even greater resilience of the system to corruption.
Transparency and Institutional Support
Through its annual report on integrity plans, the Agency monitors the quality of adopted plans and their implementation in practice. By analyzing the completed questionnaires, a detailed overview is provided of compliance with legal obligations, reported irregularities, conducted trainings on ethics and integrity, and the level of institutional transparency.
The insights gained enable the Agency to direct support where it is most needed. Continuous education and support for integrity managers remain a priority, as they are key actors in implementing this mechanism and strengthening public trust in institutions.
