The Commission notes that the work of the Agency for Prevention of Corruption (APC) in the field of corruption prevention has improved, which is a clear indication that sound strategic planning and dedicated work, combined with transparency and accountability, yield results.

It is particularly significant that this progress was achieved under challenging circumstances, including the expiration of the mandate of the previous management, an investigation against the former director, as well as limited human and financial resources, as also noted in the Commission’s report. Despite these challenges, the Agency continued to operate impartially, professionally, and in accordance with the law.

The European Commission positively highlights that the APC has applied a risk-based methodology and adopted a verification plan, allowing better allocation of limited resources to areas of greatest importance. This has enabled more efficient operations and better-targeted prevention measures.

A particularly important signal is the continued work on strengthening internal procedures, including the adoption of new employment rules and the use of integrity lists for high level positions, which contributes to the professionalization and resilience of the institution against political influence. Progress is also noted in the verification of income and assets of public officials, initiation of proceedings, and implementation of measures in cases of conflicts of interest and incompatibility of functions.

While much work remains ahead, these findings by the European Commission are a positive signal that the APC is on the right track. The strategic and practical orientation of the institution aims to achieve progress in areas that the European Commission has long highlighted – primarily continuous improvement of the quality, capacity, and effectiveness of its work, as well as strengthening financial independence and human resources.

These assessments provide a strong incentive for the APC to continue reforms, professionalization, and the development of institutional integrity, in line with citizens’ expectations and Montenegro’s obligations on its European path.
