The activities carried out in recent months reflect the strategic commitment to strengthening anti-corruption policies based on the best international practices and standards, as well as the continuous development of institutional capacity.

Improving Legislation Through Dialogue and Partnership

The APC has organized a series of roundtable discussions on amendments to the Law on Prevention of Corruption, bringing together representatives of key state institutions, international organizations, and civil society. These events facilitated a constructive exchange of ideas aimed at improving the legal framework for transparent public service. A significant contribution was made by international experts with the support of international partners and the embassies of the United States, France, and the United Kingdom in Montenegro.

Cooperation with French Institutions

With the support and initiative of the French Embassy, the APC representatives held a series of meetings with French institutions, including the French Anti-Corruption Agency, the High Authority for Transparency in Public Life, and the Ombudsman. Additionally, a delegation from French Expertise in Montenegro provided concrete proposals for future joint projects.

Support for Electoral Reforms

As part of the electoral reform process, the APC has actively collaborated with partners such as ODIHR, NDI, IFES, and the Council of Europe’s observation mission. The focus has been on improving the Law on Financing of Political Entities and Election Campaigns, aiming to establish a comprehensive legal framework aligned with international standards.

Capacity Building Through Expertise

The APC has engaged international experts to enhance the control of reports on income and assets of public officials conducted by the Agency, as well as to improve the legislative framework. This approach facilitates the implementation of best practices, contributing to the development of a transparent and accountable system for oversight and verification.

The European Union as a Key Partner

The EU Ambassador to Montenegro, Mr. Johann Sattler, visited the APC to discuss priority reforms on Montenegro’s path to EU membership. The Council of Europe provides support through strategic projects, including the improvements of procedures implemented by the APC.

Active Participation in International Organizations

The APC is an active member of organizations such as GRECO, RAI, ACN, UNODC, EPAC, and NEIWA. This cooperation enables the exchange of experiences and strengthens Montenegro’s credibility on the international stage.

Future Plans

An Action Plan for the Implementation of UNCAC and GRECO Recommendations is being prepared, clearly defining the responsibilities of all institutions in Montenegro. The implementation of these recommendations is seen as an opportunity to enhance the overall capacities of competent institutions, strengthen the rule of law, and further promote accountability, ethics, and integrity in public office.

The APC remains committed to achieving European standards and strengthening integrity and transparency in the public sector. The support of international partners is essential for success in these efforts, and planned activities will ensure that Montenegro is recognized as a model of good practice in the region and beyond.
