Cross-sectional results in the control and monitoring of the campaign for the local elections in Mojkovac, Petnjica and Cetinje

Based on the legislative framework and adopted methodology, strategically planning, the Agency for Prevention of Corruption, committed to the rule of law, controls and monitors the campaign for election of councilors of the Municipal Assembly of Mojkovac, Petnjica and Old Royal Capital of Cetinje.

The Law on Financing of Political Entities and Election Campaigns prescribes the obligation of entities that provide media advertising campaign services to submit the price list of media advertising services to the Agency within ten days from the announcement of the elections. Seventeen media submitted price lists, of which 16 within the statutory deadline. Media that did not submit the price list within the prescribed period are prohibited from providing media advertising services.

Based on the Control andMonitoring Plan for the election campaign for the election of councilors, which will be held on December 5, 2021, the Agency regularly monitors the activities of political entities, collecting and controlling documentation related to fundraising and spending in the campaign. Since the elections were called, the electoral lists have submitted one report on the contributions, while there were no contributions. We remind you that the established limit of costs for the election campaign per political entity is € 6,333.75 for Mojkovac, € 2,648.62 for Petnjica, and € 10,863.88 for Cetinje.

As legal entities, of which there are 85 in the three local governments (Mojkovac 21, Petnjica 15 and Cetinje 49), the authorities are obliged to regularly submit reports and documentation, such as analytical cards on budget spending and social benefits, travel orders and employment decisions. The Agency has so far received 40 decisions on social benefits from the budget reserve in the total amount of 35,390 euros, of which 33 one-time assistance (€ 27,630).

Since the beginning of the campaign, the authorities have submitted 70 employment contracts, of which 45 are for fixed-term, 10 employment contract and additional work, three for indefinite and two for temporary and occasional work. The agency received 353 issued travel orders for the use of official vehicles, as well as 12 notifications that no travel orders were issued.

All submitted documentation related to the use of public resources in the campaign is publicly available on the Agency's website.

During this period, the Agency, at the request of the authorities, issued seven opinions on the implementation of the Law on Financing of Political Entities and Election Campaigns. No complaints were received from the interested public, civil society or citizens.

Strongly committed to transparency and non-selectivity, the Agency will, by implementing the law and the highest professional standards, continue to control and monitor the campaign, making a strong contribution to the integrity and credibility of the election process.
