Results of the control and supervision of the election campaign in Herceg Novi

Acting in a planned and strategic manner, based on the legislative framework and adopted methodology, taking into account the views and suggestions of the civil sector and international partners, the Agency for Prevention of Corruption, committed to protecting the public interest, acts in control and supervision of the campaign for the election of councilors in the Municipal Assembly of Herceg Novi, which are scheduled for May 9.

Since the day the elections were called, the Agency has initiated 37 proceedings concerning the use of public resources in the election campaign. Thirty-two procedures related to the control of monthly spending limits, three to the control of debt write-offs, and one to the allocation of one-time assistance and regulation of employment during the campaign.

Agency officials also performed 10 field inspections of government bodies. Perceiving transparency as the basis for the integrity and credibility of the election process, the Agency made all the documentation it controls publicly available, by publishing it on its website.

Based on the Control and Monitoring Plan for the election campaign for the election of councilors, which will be held on May 9, 2021, the Agency regularly monitors the activities of all six political entities, collecting and controlling documentation related to fundraising and spending in the campaign. So far, a total of activities, i.e. costs, in the amount of € 53,988.98, as well as collected funds in the amount of € 31,950 have been recorded. In the course of the campaign so far, the electoral lists have reported contributions from individuals in the amount of € 4,200.

During this period, the Agency initiated one procedure, and performed six controls of political entities in the field. Minutes with accompanying documentation are published on the website of this institution.

The Law on Financing of Political Entities and Election Campaigns prescribes the obligation of entities that provide media advertising services to submit the price list of media advertising services to the Agency within ten days from the announcement of the elections. Twenty media entities submitted price lists, of which 15 within the legally prescribed deadline.

Since the beginning of the campaign for the election of councilors in the Municipal Assembly of Herceg Novi, no objections have been filed. In total, four cases of violations of the Law have been identified, which refer to the authorities, and one each to the media service provider and the political entity, due to which misdemeanor proceedings will be initiated.

The Agency for the Prevention of Corruption will continue to work with a substantial and systematic control of the campaign to make a full contribution to the transparency of the election process and the promotion of the rule of law.
